people can put "no trespassing" signs on their beach, and people can be prosecuted for beach walking. it's a giant legal hassle, that the authorities want to avoid. usually they'll say, "don't do it again".
if the washington state courts, say no to beachwalkers, i think private beaches, should be taxed, as "very valuable" private property.
currently (2017), the assessors mainly tax the view, not the private beach tidelands.
